Fix ngcp_panel_dump_db_strings.pl to load Forms modules properly.
Make modules not to fail when they are called without ctx context.

All changes in translatable strings are extracted from the source files
into a Portable Object Template (POT) file. The file is uploaded to our
translation platform and new Portable Object (PO) translation files are
prepared there. No need to update PO files with extract_i18n.sh script.

Translation files (*.po) come from Crowdin platform in not wrapped
format. Let's not break the lines on our side, so that it will be easier
to analyze translation changes and also will not generate unnecessary
commits and false commit differences.
Add the '--no-wrap' flag to tell xgettext, msgattrib and msgmerge
programs not to split long lines into several lines.
Normalize the English source POT file with msgattrib utility right after
running xgettext.pl that creates duplicates of context filenames and
does not support the xgettext attribute ‘--width’.
Use the '--width=100000' parameter as a workaround for context filename
lines that continue to be wrapped despite the ‘--no-wrap’ flag.

Add executable bits for scripts. And remove them for assets.
We do this once in the repo and can then remove the code to do it
everytime at build-time via a dh_fixperms override.

these errors were missing imports and were discovered with "perl -c".
DbStrings.pm is a generated file, therefore to comply with the syntax check
here we need to change the generator. (this is completely cosmetic)

this option tells msgmerge, to not even create line numbers in the
first place. in that way, hopefully the line jumping induced by msgmerge
wrapping the lines will reduce further.

in short: whenever the contract_balances "cash_balance" is
about to decrease, it might drop below thresholds defined
by a contract's profile package. in that case, subscribers
are to be locked and/or underrun billing profile sets are
to be applied. this commit also contains some minor fixes:
+when creating/editing profile packages, all billing
profiles of initial, topup, underrun sets must show the
same interval_free_cash and interval_free_time values.
there was also a problem with adding profile sets to
packages that use profile with prepaid = 1 (see ticket
14301)
+when editing packages using the panel UI, the validation
was not properly invoked (!) +the frequency of topups has
to be limited to 1 per second.
+updating the "lock" subscriber prior to editing or viewing
it in the panel UI was added.
+topup cash and topup voucher panel UI added
+when aquiring multiple contract row locks at once, no
joined tables are used any mure. the number of row locks
is therefore minimal now (see ticket 14903)
+rework of updating prepaid subscriber preference

the journal module introduces a change history of
resources modified by api invocations. the history of
the 'customer' resource demo is accessible at
/api/customers/x/journal.

Move error_page to notfound_page. error_page is now for internal server errors.
Introduce logging option log_crash_state, enabled by default. Crash states are
written out compressed and encoded log-file-friendly, these are useful for
debugging but take a couple dozen kilobytes of disk space each.
Render api/ content dynamically via api/root/ templates, which allows
for splitting up collection descriptions.
Update jquery-ui to include more components like accordions.
This reverts commit eece093fd0.
