We have to support new preference for:
- `create_peer_registration`
- `update_peer_registration`
- `delete_peer_registration`
If there is no `peer_auth_registrar_server` value provided,
then use a realm value instead.

* clear_audio_cache is now invoked also from:
- when a sound file is added (to reflect use_parent/potential child
sets)
- when a parent is changed for a sound set (to reflect current
and potential child sets)
- when a sound set is removed (to reflect potential child sets)
* clear_audio_cache() is reworked
- clear_audio_cache() now calls virtual_child_sound_sets to
fetch all potentially affected child sound sets and also
clears audio cache for them. if the amount of fetched
sound_sets is greater than 10000 then the the whole audio
cache is invalidated
* _clear_audio_cache_service() is reworked
- supports/expects a list of sound sets and sends them
as a string with ':' separator
- if both sound handle and sound sets are provided it calls
clearFiles (so that only the specific sound handle is cleared)
- if only sound sets are provided it calls clearSets (so that
all of the cached files beloning to the sets are removed)
- if none of the above are provided it calls clearAll to invalidate
the whole cache

We need to properly handle transport picking for the SIP peerings:
- in case a non-default 'outbound_socket' is set for the peering,
give a precedence to the transport used for it ;
- in case a default 'outbound_socket' is set for the peering,
use a transport protocol configured for this SIP peering ;
The idea is quite simple, and meets our current requirements.

We need to add an improvement, which fulfills the work of the
registration mechanism for SIP peerings.
Not only do we add here a registration tirggering for peerings,
but also a 'type' is introduced, which is mostly needed for XMLRPC
commands being sent towards SEMS, to let it understand to whom the $sid is related to.
Plus a list of improvements:
- de-register peering host on deletion ;
- de-register peering host on disable / register of peering host on enable ;

It was close to impossible to read ngcp-panel debug log due to:
* missing clear marker of the start reuqest processing, use '***' once only
* some personal markers (like '+++++++') have been removed as they have no
meaning for other developers. Let's remove the personal markers and work to
make the panel debug log well readable for all developers.

* when a target host times out, instead of generating an error,
the host is skipped, this is due to the fact that some proxy
hosts can be disabled but still present in the xmlhosts table
* introduce new code in $ret = distpach(...), -1 indicates that
the host was skipped because of the timeout.

Try to match up the peer_auth_realm with peer's ip or host, and if
found, check for outbound_socket of this peer and use it as contact
if found.

If pcc is enabled for a subscriber, don't forward sms immediately,
rather than mark for forwarding and let the API forward it on
incoming request.
