We need the latest ngcp-archive-keyring version, addressing the SHA-1
situation with our repository key. To get that, we refreshed our base
image sipwise-trixie, but need to ensure that we refresh all the docker
images building on top of it.
While at it, update the ENV syntax to avoid the deprecation warning.

This hash key has a dash, which means it needs to be quoted, otherwise
it gets parsed as a bareword followed by a minus sign.

The liblog-any-adapter-perl package was a leftover from a package
transition within liblog-any-perl. As of liblog-any-perl >=1.717-1, as
also present in Debian/trixie, it's gone.
FTR: Log::Any::Adapter AKA /usr/share/perl5/Log/Any/Adapter.pm is
provided by liblog-any-perl since ages, so drop the no longer present
liblog-any-adapter-perl package from Build-Depends-Indep.

Add missing dependencies, so that we can properly test everything. And
