This syntax is discouraged, and it is not enabled by default any longer
starting with the 5.36 feature bundles. Stop using it so that we can
eventually bump our minimum required Perl version.

There's a mixture of RTPengine and RTPEngine, though we lowercase it
entirely most of the time, so let's stick to this and unify its style.
While at it remove the "the" article for rtpengine as well,
where applicable.

Track audio writes in the mix buffer to set the `active` flag to true
whenever a write occurs, which makes it possible to create the buffer in
an inactivate state and implicitly set it active on demand.
Handle the mix buffer not returning any data in the RTP sending logic
(which is what happens for an inactive buffer) by simply not sending any
packets.

Similar to the existing media_player, but instead of simply producing
its own standalone output media stream, the audio_player takes over the
entire media stream flowing to the receiver, including media forwarded
from the opposite side of the call, as well as media produced by the
media_player.

The default value for the kernel table in rtpengine is -1, so the helper
should default to use the same to match in case the parameter is not set
in the config file.
Remove an explicit --table passed to the daemon in the el init script,
and remove fallback initialization handling already done by the new
helper.

code from gperf.

Since dh_auto_test doesn't execute the test suites through make
directly, but instead runs `make -s -n` and then executes the output,
the integrated build tests fail since the sub-make doesn't return an
error as it should when attempting to build with the wrong .h
alternative, resulting in always the first .h alternative being used.
Fix this by using a wrapper script instead.
Also adjust some other related minor build details.

utils/build_deps.sh with its gdebi usage doesn't support our needs,
so switch to mk-build-deps instead and apply some needed workarounds
to successfully run on Travis environment, which uses Ubuntu
xenial/16.04 LTS:

If the gperf dependency isn't present then people
seem to miss that it's not available. Admittedly,
the error message isn't entirely obvious:

Codecs that were implicitly accepted for transcoding had no option to
set their parameters (such as bitrate) for encoding. The codec-set
option adds this.
