MT#17699 Fix m-a build error + Bump Standards-Version for ngcp-rtpengine-kernel

Noticed during lintian reviews + test builds
of ngcp-rtpengine-kernel, STR:

* Install ngcp-rtpengine-kernel-source + module-assistant
* m-a build ngcp-rtpengine-kernel fails with:
