Git daemon which provided Sipwise anonymous access to
internal Git repository is deprecated. Also it is
useless to point public GitHub repository to the internal git server.

- force uwsgi to use python 2.7 ( django 1.8 requirement )
- set /var/lib/repoapi as destination for venv_prod
- debian/rules set VAR_DIR in order not to install venv_prod
