MT#62899 Update packaging for Debian trixie

- Update copyright years.
- Update Standards-Version to 4.7.2
- Remove Rules-Requires-Root now defaulting to «no».
- Remove ancient conffile removal handling.
- Uncapitalize package synopsis.
