MT#20479 Fix dependencies
...
Remove useless shlibs:Depends, as these are only relevant on arch:any
packages. Replace perl-modules dependency with perl:Depends substvar.

We do not need two copies of init scripts anymore:
- templates.git/lsb_script/ngcp-rate-o-mat
- rate-o-mat.git/debian/ngcp-rate-o-mat.init
Use the last one only. Syncing init script from templates.

* if the daemon is already running don't try to start it again
through the init script
* use the return value of the second start-stop-daemon run for
the exit state
