- Remove «Rules-Requires-Root: no» field, which is now the default.
- Remove «Priority: optional» field, which is now the default.
- Wrap and sort fields.

Binary files images/initrd.img and images/vmlinuz were updated so it's
necessary to increase package's version.

The previous version 2017-05-31 is not stable enough to be used in production,
even SSH to the machine which is being installed doesn't work well. One more
example here is lack of fix for already reported interactive scripts regression:

The rough test for the latest 'testing' version from today shows much better stability.
Using it and "the official GRML release will follow if we find no issues" (c) mprokop@.
Also the full version size has been increased on 30% since GRML 2014-11-14:

The binary files here are release specific,
so it is a 'code' for particular NGCP release.
We cannot store 'code' inside 'data' partition '/var',
otherwise we will have issues on NGCP rollback procedure
which is going to be supported soon.

Also removed direct dependency to pxelinux as it is broken in jessie:

We have to provide pxelinux.0 within ngcp-pxe-boot-images to be
completely independent on Carrier/PRO PXE install (controlling versions).
