MT#64357 Drop deprecated hylafaxplus workarounds

hylafaxplus is gone since mr4.3 (see commit
96a31de4afadf4c376dcc72337e5d0b6a91a82cd in repos-scripts.git), so
there's no need to further ship this code.

Stumbled upon this while reviewing the /etc/localtime issue.
