TT#5420 Update packaging

- Use canonical homepage URL.
- Bump debhelper compatibility to 9.
- Bump Standards-Version to 3.9.8.
- Bump source format to 3.0 (native).
- Wrap fields in debian/control.
- Refactor idential License into its own paragraph in debian/copyright,
  and move reference to license location on filesystem to a Comment.
- Fix Files glob in debian/copyright.
