TT#87505 CF timeset fields extend cyclic

* "month", "day", "hour", "minute" can now
      be entered as "day":"30-12" where max < min,
      that is to allow timeset date ranges entered via the API.
      That also brings it equal to how it is accepted to be entered in
      timesets UI form.
