MT#61063 Drop dstat from ngcp-addons-ce / ngcp-addons-pro

dstat got removed from Debian/testing due to
https://bugs.debian.org/1034856 + https://bugs.debian.org/1032615 - it's
also no longer maintained upstream (see
https://github.com/dstat-real/dstat/issues/170).
