MT#17333 LNP related preferences

* set rn parameter
  lnp_to_rn preference (peer/usr/dom)
* add npdi parameter
  lnp_add_npdi (peer/usr/dom)
* allow lnp queries for local subscribers
  lnp_for_local_sub (usr/dom)
