Update JQuery URL to recent version

The JQuery URL to version 1.4 will be removed within the life span of Asterisk 11. This is a compatible upgrade by using the URL for 1.8. (issue ASTERISK-20503) git-svn-id: https://origsvn.digium.com/svn/asterisk/trunk@374889 65c4cc65-6c06-0410-ace0-fbb531ad65f3
